EWI supports Moldovan authorities in advancing whistleblower protection

At a time of critical democratic developments in Moldova, the European Whistleblowing Institute is contributing expertise to strengthen institutional frameworks for whistleblower protection. Dr Vigjilenca Abazi, EWI’s Executive Director, will be working with Moldovan authorities, including the National Anticorruption Centre, the Ombudsman, and the Ministry of Justice, to develop a comprehensive whistleblower protection methodology that clarifies institutional competencies and ensures stronger safeguards for those who report wrongdoing.

This initiative comes at a crucial time for Chișinău. Moldova is not only a candidate country for European Union membership but also a member of the Council of Europe. As such, it has obligations under both systems to strengthen democratic governance, uphold the rule of law, and protect fundamental rights. The EU Whistleblower Directive (2019/1937) serves as a key reference point for alignment, while the Council of Europe’s standards on anti-corruption and human rights further require effective whistleblower frameworks.

Whistleblowers play a vital role in defending democracy. By protecting them, Moldova is strengthening not only its institutions but also the resilience of its society against corruption and external threats.
